Vance's utter disdain for Ukraine is well documented. I've never understood where it comes from, but he clearly wants Ukraine to suffer, and I think he does (like many others) know how to manipulate Trump. Whether it's an "agenda" with him, or something more ideological, I don't know. But he was very much the catalyst for what happened in that meeting.
