During President Biden's first two years, we have seen him sign highly consequential legislation after highly consequential legislation after highly consequential legislation, probably more than any president during the first two years. That's strong evidence that he was functioning well at least much of the time during that period.
Yes, you can give all kinds of reasons why all the legislation were slated to pass Congress, with any Democratic POTUS and, yes, there's many reasons why all the legislation passed.. But why not Presidents Clinton or Obama.? They had both houses of Congress for their first two years. Same with President Trump - remember all his (I think it was) Infrastructure Tuesdays? I'm relatively sure that President Biden had much to do with all that legislation crossing the finish line.
I'm not sure signing legislation is "strong evidence" that he was functioning well, but he's clearly in far worse shape than he was in 2020.

I'm not convinced he was that deeply or intimately involved in the legislative process, but again, there's a big difference between Biden early in his tenure, and Biden now.
I think you and many others severely underestimate President Biden. He's always been a gaffe machine, and his articulation problem seems to be worsening. In addition, his lapses are embarrassing.
But he's also highly effective at building consensus among lawmakers, getting legislation on the table and pushing it through.
You need to keep competing thoughts in your mind at the same time.
That said, I think Carville's idea is best. President Biden needs to free his delegates and there needs to be town hall meetings so the delegates can decide who to nominate. Of course the possible fly in the ointment is that both President Biden and VP Harris have to set this idea in motion (with VP Harris vying for nomination if she chooses). If VP Harris is not nominated, she should be on the ticket as VP.
The sooner this happens the better. As a benefit, it would take attention away from Trump and the GOP.
